Minutes of the last meeting were approved and signed.

Public Speaking-time.

Lord Paul Chant presented a list of questions for all councillors (as per Correspondence File).

1 a.  'Gains Yard' during Glastonbury Festival large amounts of gas storage was observed on site. q. 1 Was permission granted by Somerset Council, 2 where  there any HSE assessments carried out and 3 was this insured for against public liability.

Parish Councillor J. Gane replied all the above had been addressed correctly by the correct authorities.

b, Were all these issues submitted and declared along with the on-site yearly storage of Festival equipment and the huge car parking agricultural land areas etc and as a conflict of interest while voting for Glastonbury Festivals planning application 2022/2458 FULL during West Pennard's Parish Council for such.

2.  Did any councillors declare any conflicts of interest for the same application and its amendments 2022/2458 FULL on both occasions these plans were voted on and 3 How many councillors received a free festival ticket for the festival.

All Parish Councillors present confirmed tickets were available free for the village of West Pennard and that councillors who required to declare an interest in the above planning applications did so.

Lord Paul Chant confirmed his questions had been answered satisfactorily.

He remained for the duration of the meeting.

Matters arising from the last Minutes.

Wig Wag signage.

Three are in situ and after moving the one in Southtown Lane x three all are in situ satisfactorily.

Clerk has received a letter of thanks from a resident thanking the parish council for the re-siting of the one in Southtown Lane.

T. Holley reported there is ongoing discussion re the possible signage 'Children Crossing' and the viability and cost of placing a light controlled pedestrian crossing on the A361.  Further information to follow in due course.

A. Creed reported work is in progress with the refurbishment of iron signposts and the first finger-post will be taken away next week.

Letter from D. Ewing, Wreath Order, Poppy Appeal.

All agreed Wreath B, cost £20.00 to be ordered as proposed by A. Creed, seconded by M. Colman and passed.

Finance:

1.  Cheque drawn for £1,000.00, West Pennard Village Hall Management Committee, Hire of the Hall for meetings and Upkeep, as proposed by T. Holley, seconded by M. Colman and passed.

2.  Cheque drawn for £2,000.00, West Pennard Parochial Church Council for Upkeep of the Churchyard, as proposed by M. Heal, seconded by A. Creed and passed.

3. Cheque drawn for £3,000.00, Clerk's wage and expenses, as proposed by D. Creed, seconded by M. Heal and passed.

Planning.

Replacement of an existing barn with a single storey dwelling and detached annexe/Penning Barn/Down Lane/Planning Ref 2023/1106/FUL.

Proposed by M. Colman, seconded by M. Heal and passed Recommend Approval.

Highways.

Footpath clearance Inistor to the church - T. Holley offered to clear it.

J. Gane reported Bradley Way has been re-tarmacced but right at the end of the re-tarmaccing there is a large unfilled pothole.

Clerk to report same to Highways.
