Minutes of Annual Parish Council Meeting 11.05.26.

Councillors present:  A. Creed, M.Heal, S. Petherbridge, D. Creed, J. Gane, T. Holley and two parishoners.

Apologies for absence:  A.Oakerbee.

Pre-Meeting Statements & Questions from Members of the Public in respect of business itemised on the Agenda:  A maximum of 15 minutes will be allowed for this session with no individual speaker having more than 3 minutes – Chair’s discretion.

Election of Chair:  Proposed, seconded, all in favour Andrew Creed.

Andrew Creed signed the Declaration of Acceptance of Office and took the Chair.

Election of Vice Chair:  Proposed, seconded, all in favour Andrew Oakerbee.

Councillor Oakerbee to sign Declaration of Acceptance of Office at June Meeting.

Statement of Declarations of Interest in accordance with the Local Authorities Model Code of Conduct adopted 07.08.2012 – Nil.

Approval of Minutes of Meeting 13.04.26:  Proposed, seconded, all in favour and duly signed.

Matters arising:  As per Annual Parish Meeting 11.05.26, Update re S.I.D. Devices:  Somerset Council will install posts as per correspondence.  Clerk to check if Messagemaker would deliver and install them once posts are in situ due to concerns re dormant battery status should they be delivered beforehand.

Councillor Petherbridge reported an excellent turnout for the Dr Bike Session at West Pennard Village Hall on Friday April 24th.  26 bikes were checked over and serviced.  It was Proposed, seconded, all in favour to add £250 to next Precept to contribute to the cost for next year.  Actual cost £250.00 plus VAT.

Correspondence:

  1. Letter from Quicksilver Community group, Yeovil requesting support against the closure of the Hyper Stroke Unit at Yeovil District Hospital.  Clerk to write in support of keeping this very necessary Unit open.  Reasons:  treatment is time-critical:  Those diagnosed would need to go to Musgrove Park hospital or Dorset County Hospital adding further delay.
  2. May Report from Sc C. Sully was circulated.
  3. Notice of Two Free Events for ‘Discover Nature in Avalon and the Poldens’ 18th-31st Wednesday 20th May in West Pennard Village Hall, ‘Butterflies of Avalon and The Poldens followed by a two-route walk on Friday 22nd May starting at 10am from West Pennard Village Hall:  A wander through the parish countryside.    Suitable for all ages – longest route at a comfortable walking pace expected to take 3 hours.  Refreshments available afterwards at the village hall.
  4. Update on Leisure Services in East Somerset affecting Wells Fitness Centre and Pool, Tor Fitness Centre, Glastonbury, Strode Swimming and Fitness Centre, Street, Frome Leisure Centre and Shepton Mallet Lido (opened 1st May). Somerset Council Leisure Team are working hard to ensure another operator can take over at the end of June for a 2 year period. Currently there are two other established operators – Freedom and Everyone Active running such services successfully and efficiently and the logical solution is for one of these to take over.  A decision is expected at the end of May.

Finance:  The following cheques were drawn:

  1. Somerset Association of Local Councils. Affiliation Fee £343.87.
  2. Murfdog – Upgrading of Parish Council website to be WCAG compliant and updating audit information £1,100.00.
  3. Clear Insurance Management . Annual Insurance Premium, £576.10.
  4. Lloyds bank Service Charge £4.25.

Balance to date:  £21,552.59 (after payments).

Planning:

Conversion of Barn to Holiday Let/Woodlands Farm/Woodlands Road/Planning Ref 2026/0657/FUL.

It was proposed, seconded, all in favour Recommend Approval:  The proposed supports the local economy and does not overlook any properties.  The proposed should remain within the holding and not be sold off separately.

Highways:  Councillor Petherbridge has reported potholes x 3 in Bradley Way.

Councillor Holley reported loose kerbstones outside of Lilac, Church lane and will inform Highways.  He will also ask the owner of overgrown hedge between The Grange and Newtown Lane to trim it back.

Clerk to report the long, ongoing bad state of the road through Page Lane to Whitelake.
