Public Speaking-time.

One parishoner reported their great concerns for a complete lack of privacy for themselves and their children when using upstairs rooms - in particular the bathroom - due to being overlooked very clearly from newly fitted clear roof windows of Sunrays, Newtown Lane.  This has resulted in the children being afraid to use the bathroom having seen very clearly a man looking in when they came out of the shower.

Clerk to report to the Enforcement Officer, One Somerset as the parish council feel this to be totally unacceptable.

Matters arising from the last minutes.

Ashcombe Farm.

Having raised concerns re signage and plan to site 40 static caravans with the Enforcement Officer, One Somerset the matter will be investigated.

The parish Council were very concerned as to proposed sewerage disposal, phosphate levels, access etc. which needs to be addressed.  This has already been brought to Planning Enforcement's attention.

It was also noted two static caravans already in situ.

Letter from Enforcement, One Somerset re Garden Buildings/Sunrays/Newtown Lane.

The Enforcement officer visited the site and reported the following:-

The Timber shed/garages meet the requirements of Schedule 2, Part 1, Class E of the Town and Country (General Permitted Development) (England) Order 2015 (as amended).

In light of this the building is lawful in planning terms and therefore no planning enforcement action is necessary in this instance.

Letter,  Planning Enforcement, One Somerset re Roof Windows, Sunrays.

The roof windows as per email 05.09.23 were reported by the agent, as to be going in to the main elevation of the original house roof.  In this instance the roof windows are on a side elevation and Class C Householder Permitted.  Development allows such works without the need to apply for planning permission.

The only condition that applies is that any window under 1.7m from floor level must be obscure glazed and non opening.

Photographs sent to Enforcement shows the windows high in the apex and more than likely not to be over 1.7m of floor level and therefore permitted to be clear glazed and opening.

The Enforcement officer has asked for a measurement confirmation.  The decision notice does not withdraw any householder permitted development rights.

TPO comments were noted and such concerns should be raised with Bo in the first instance as any works authorised by a planning permission will in most circumstances take into account the TPO as a planning constraint with necessary design adjustments being made.

NOTICE OF TEMPORARY ROAD CLOSURE.

Mendip Local Plan Part II - Sites and Policies - adopted 2021 with revisions Dec 2022.

Somerset Council is commencing a limited update.

Following a statutory review Mendip District Council was subject to a High Court Order to strike out and reconsider 5 housing sites in the Part II Plan totalling just over 505 dwellings.  This has now passed to Somerset Council which has started work to reassess and find alternative sites across the former Mendip District.

An update was made to the Order on 14th July 2023 that sets dates by which consultation will take place on the proposed housing sites and policies - these being -

A Preferred sites consultation by 31st Dec 2023 (Reg 18).

Publication of Proposals by 31st March 2024 (Reg 19) and

Submission to the Planning Inspectorate for examination by 1st July 2024.
